Passport Services
                 Embassy of India in Malabo has started giving Passport services.   Applications for passport and related services will be accepted between 1000 hrs to 1300 hours from Monday to Friday excluding holidays. Delivery of Passports and other documents will be made between 1500 hours to 1600 hours from Monday to Friday excluding holidays. Indian citizens living in the jurisdiction of the Embassy of India, Malabo are eligible to apply for passport and related services through this Embassy. It is our endeavor to provide efficient services to all applicants in the shortest possible time.  All applicants whether applying for fresh passport, re-issue of passport, passport for a minor child, passport in lieu of lost/damaged or fresh passport on account of change of name, address, addition of spouse name etc. are advised to use the link https://embassy.passportindia.gov.in for availing of these services.

2.             The Passport services being applied for should be completed online by following the procedure as under.  Applications for passport and related services will not be accepted in any other form. 
(i)  Applicants have to register themselves at the link/URL https://embassy.passportindia.gov.in/  (Passport Seva at Indian Embassies and Consulates).  Click on the flag of the country of your residence i.e. Equatorial Guinea and then click on “Register” to create a User ID and Password.
(ii)   Login using the newly created User ID. In the Applicant Home Page, click on the appropriate service “apply for Ordinary Passport/Emergency Certificate/Police Clearance Certificate/Surrender of Indian Passport/Diplomatic Passport/Official Passport/Identity Certificate” link to file a new application. Fill in the prescribed application form at the same portal/link. The application form should be complete in all respect (all columns are correctly and legibly filled up and no column is left blank or unfilled/un-responded or vaguely filled with a dash (-), tick (√) etc.) Submit the completed form online and take a print out of the same.
(iii)   Affix a photo at the designated space provided in the application form. Photographs should be preferably  in bright colour with white background and should be of the size of 35 mm X 45 mm. Photographs should have a frontal view with both ears and chin to forehead being visible.  Eyes should be open.  There should not be any distracting shadow on the face or on the background.  Head coverings are not permitted except for religious reasons, but the facial features from  chin to top of forehead and both edges of the face must be clearly shown in the picture.  The expression on the face should look natural.
(iv) Signatures and thumb impressions are required to be put before the Consular Officer. Signature/thumb impression will be printed on the passport.  Therefore, it must be kept strictly within the box, without touching the borders.All signatures on the application form should be with ballpoint pen of black or blue ink.  Those who cannot affix their signature like infants, minors, illiterates should put their thumb impression in place of signature (male applicants should use left hand thumb impression and female applicants should use right hand thumb impression). Parents of minor applicants should not put their signature or thumb impression in this box.

(v)  Duly filled-in application form should be accompanied with requisite amount of fees for the service.Fee will be collected in cash at the time of submission of application.  Fees once paid are not refunded, even if the application is withdrawn or the applicant is found ineligible for the service for whatsoever reason.

(vii) Forms:  Applicants seeking various passport and consular services from the Embassy of India, Malabo may have to fill up one or more forms depending upon the services they require and the documents they produce for the same.  For convenience of the applicants and to make the process of rendering the services quicker, a set of forms are available on the link -Link for forms

 

(viii) Submit the application form along with photocopies of all required documents (self-attested) and prescribed fee at the Embassy on any working day between 1000 hours to 1300 hours. Original documents must be produced for verification which will be returned after verification. All applicants are required to submit their application form in person for identification.Even minors are also required to be present while submitting their application form. Delivery of Passports and other documents will be made between 1500 hours to 1600 hours from Monday to Friday excluding holidays.

  8. Original clipping of the newspaper published in the last 1 month both in Equatorial guinea and India or Gazette notification of the concerned State Government (Advertisement should be in English/Hindi language (in case of Change of full name)
  9. A letter written by applicant justifying the complete/substantial name change

Issue of New Passport in lieu of Lost / Stolen/ Damaged Passport

:

  1. Police Report regarding lost or stolen passport
  2. Photocopy of lost / damaged / stolen passport (if available)
  3. Copy of Equatoguinean visa / Residence Card / Proof of entry into Equatorial Guinea (if not available, then a No Visa undertaking form to be  given in Appendix V)
  4.  Declaration as in Annexure E

In case of photocopy of Lost passport is not available then documents establishing Indian identity (like copy of Indian Driving License, PAN Card, Ration Card, Election ID Card etc. (the IDs furnished should preferably be issued by Government of India or other Indian authorities like) the Stage governments etc.
  10. Letter from the applicant addressed to the Embassy explaining how the passport was lost / damaged.

Re-issue of Passport following Change of Name after Marriage, remarriage or divorce

:

A woman applying for change of name/surname in existing passport due to marriage, remarriage or divorce must furnish the following documents:

  1. Original Passport (& additional booklets if any) along with copy of first  and last two pages of the current passport containing particulars of the applicant and other relevant pages
  2. Copy of valid Equatoguinean visa /Residence Card
  3. Marriage Certificate issued by Registrar of Marriage or
  4. An affidavit from the husband and wife along with a joint photograph (Specimen Appendix-III)
  5. Copy of spouse’s passport (first and last two pages containing his/her particulars)
  6. In case of remarriage – Divorce Deed/Death Certificate as the case may be in respect of first spouse and document as above relating to second marriage( Certified copy of Divorce decree in case of Divorce)

Re-issue of Passport for a minor child

:

  1. Original Passport (& additional booklets if any) along with copy of first  and last two pages of the current passport containing particulars of the applicant and other relevant pages
  2. Photocopy of Father’s  and Mother’s Passport (first and last two pages containing personal particulars)
  3. Copy of valid Equatoguinean Visa / Residence Card
  4. Declaration by Parents for issue of passport to minor (Annexure-D)
  5.  Declaration as in Annexure-E
  6. Declaration / Affidavit of change of appearance as in Appendix IVA
  7. Personal particulars form – In case of minor applicant, both parents individually need to submit a completed PP verification form, along with the PP verification for the applicant

Fresh passport for a Child born in Equatorial Guinea

:

Children born in Equatorial Guinea to Indian parents (either one or both Indian citizens) are eligible to apply for Indian passport after completing Birth Registration. For birth registration click on the URL    https://indiancitizenshiponline.nic.in/home.aspx to apply Online.  Click on Registration of Minor Child at Indian Consulate under Section 4(1) of the Citizenship Act 1955 and complete the application.After Registration of Birth of Child and obtaining the birth certificate, apply online at https://embassy.passportindia.gov.in (Passport Seva at Indian Embassies/Consulates ), take a print out of the application and submit the   application at the Embassy for issue of fresh passport along with the following:

  1. Print out of Registration form (Form I) for Indian citizenship for minor Indian children on the link above
  2. Copy of Birth Certificate issued by the Embassy
  3. Photocopy of Father’s and Mother’s passport (first and last two pages containing personal particulars)
  4. Copy of valid Equatoguinean  Visa / Residence Card of parents
  5. Copy of parents’ marriage certificate (in case spouse name is not in passport)
  6. Declaration as in Annexure-E
  7. Declaration by Parents for issue of passport to minor (Annexure-D)
  8. Personal Particulars Form: in case of minor applicants, both parents individually need to submit a completed PP verification form, along with the PP verification for the applicant.

(Note:  (i) Child out of wedlock – children born to parents (both Indian passport holders) who are not married have to fill in Affidavit for “Child born out of wedlock” (Appendix-II) and submit with supporting documents. (ii) For child of a single Parent – Annexure C in place of Annexure D)

Additional requirements:

  1. Original Birth Card of the child should be attested by Ministry of Foreign Affairs and Cooperation of the Republic of Equatorial Guinea.
  2. Please ensure that husband’s name is endorsed in wife’s passport before registration of birth of the child. For addition of spouse’s name in the wife’s passport, mother of the child has to get her passport re-issued.
  3. If either of the parents holds nationality other than India, then a No-objection Certificate is required from the respective Embassy.
  4. Additional documents may be needed for verification depending upon the documents submitted.
     

Emigration Clearance Not Required (ECNR) stamp on passport

:

  3. A copy of the relevant documentary proof of eligibility for ECNR status. Proof in respect of any of the followings needs to be submitted

(i)staying abroad for more than 2 years (either at a stretch or otherwise)
(ii)Persons with a minimum qualification of 10th standard from a recognized Central/State Board or possessing higher degrees from recognized Central/State Universities
(iii) Income-tax payers
(iv)Seamen in possession of CDC and sea cadets
(v)Spouses   and dependent children (up to the age of 24 years) of the above category of persons i.e. ECNR holders
(vi)Persons over 50 years of age
(vii)Children below 18 years of age provided they are accompanied by any or both parents
(Note: New passports issued currently contain no observation about emigration clearance requirement.  The above applies to cases where the ECR is presently stamped on the passport.)

Emergency Certificate (EC)

 

  1. Attach self-attested photocopy of the following along with the printout of the online application

(i)All previous passports in original and photocopy of the first and last two pages of the passport containing personal particulars and resident permit/visa
(ii)  Indian Photo Identify Card –Driving License, Ration Card, Election Commission ID, PAN Card or any other government issued documents containing photo and indicating Indian nationality of the applicant

  1. Original Police Report lodged with the Police about loss of passport
  2. A letter from Exit Entry Bureau mentioning details of entry into Equatorial Guinea
  3. A letter on plain paper addressed to the Embassy of India, Malabo explaining the circumstances of the loss of passport and as to the reason why an Emergency Certificate is required.
  4. Proof of temporary residence in Equatorial Guinea issued by the Hotel in which the applicant is staying, if applicable.

(Note: Emergency Certificate (EC) is a one-way short validity travel document to India and can be issued only on an individual’s formal request who has lost his/her passport or passport is damaged, or passport has expired for a long time.  EC is issued only when a new passport cannot be issued and it is to facilitate the individual’s return to India in case of an emergency.  It is mandatory for an individual requesting for an EC to apply in person at the Embassy and EC can be issued only when the individual’s Indian nationality is confirmed.

4.             General guidelines/information for Passport and Consular Service seekers/applicants:
(i)   An ordinary passport is valid for ten years from the date of issue. However, Passport Issuing Authority (PIA) may issue passport even for a shorter duration.  If the passport is issued for a short period for any reason, it can be renewed up to a maximum period of ten years without paying any additional fee.  Minors are issued passports for 5 years or up to attaining 18 years of age, whichever is earlier.
(ii)  A passport expired more than one year back should be supported by a Sworn Certificate/Affidavit explaining the circumstances for late renewal.  Sworn Certificate is to be signed by the applicant in the presence of the Consular Officer in the Embassy.
(iii)  The signature of the applicant should exactly fit in the space provided for that.
(iv) The applicant should fill the surname, given name, date and place of birth and other details like permanent address in India including Postal Index Number (PIN), name(s) of parents and spouse etc. correctly and legibly as these details will be printed on the passport. 
(v)  All applications are to be accompanied with photocopy of the prescribed pages of the passport   - first & last three pages containing personal particulars, page containing valid visa and Civil ID. 
(vi)  The Embassy may ask for additional documents from the applicant, if needed, for verification during the process of issuance of passport.
(vii)  The current passport will be returned after the documents are verified and the application form is accepted.  However, the applicant will be required to produce this passport for cancellation, except for the visa pages, at the time of collection of new passport.

(viii)  Delivery of serviced document would be done, preferably, to the applicant himself/herself or to the person authorized by the applicant in writing and accompanied with the official receipt given to him/her at the time of submission of the application for service.
(ix)  The scale of fee for issuance/renewal of passport, other passport related services and miscellaneous services on passport are prescribed by the Government of India from time to time and are subject to change. These changes will be notified in the Embassy’s website as and when occur.           
(x)  It is an offence under the Passport Act 1967 to furnish false information in the application.  Passport facilities would be denied on grounds of suppression of material information, submission of incorrect particulars, willful damage/loss of passport or for unauthorized change/tampering. The passport can be impounded or revoked for violation of one or more of the provisions of the Passport Act.  It is also an offence to hold more than one valid passport at a time. Those Indian citizens acquiring citizenship/passport of another country should surrender their Indian Passport to the Indian Embassy.  Application for renewal (new booklet) of passport can be submitted if the final validity of the passport is less than one year.  Indian nationals are advised to have their passports renewed at least six months before the expiry of validity.  This will help them in avoiding situations as some countries require a minimum of six months’ passport validity for issuing visas.

(xi)   Passport should not be sent out to any country by post/courier.  Loss of passport should be reported immediately to the nearest Police Station and to the Passport Office or Indian Mission if abroad.  Passport holder shall be held responsible for misuse of passport, due to non-intimation of loss.  Passport is the property of the Government of India and should be surrendered when demanded in writing by any Passport Issuing Authority.

(xii)  Applicants/Consular Service seekers are advised not to bring bags, briefcases, camera/mobile phones and laptops to the Embassy premises.
